I have seen this term used by this industry, however
"Dry" cleaning is simply not an accurate description.
This method used is more accurately defined as Low moisture cleaning. The white powder that is dropped on the carpet is a synthetic (man made) polymer that actually has cleaning solution attached to it. This is where the moisture comes from.
You can NOT clean carpet correctly without moisture, but you should not over wet the carpet either.
Thats the strategy in todays Green Carpet Cleaning. You did not need a whole spongeful of water to clean the counter, you just need a damp cloth. Similarly, most homes do not require a large amount of water to flush and get the carpet clean. Most homes only need a misting, or some controlled moisture, in order to clean their carpet.
While they use these small white plastic polymers, I use small organic natural cellulose sponges. They both have cleaning solution inbedded in them, but does it not make sense that a sponge can clean better than plastic? Of course it does, and thats why I choose to use the sponges when needed.
